Rosemary Fraser

Rosemary studied economic history at the University of Edinburgh. Shortly after graduating, she moved into financial services, spending over 30 years in the industry, latterly as a Chartered Financial Planner and as a Fellow of the Chartered Insurance Institute.

Leaving the Financial sector. Rosemary set up a zero waste sustainable refill shop in Dunblane along with a local makers an artist shop run by the maker’s.

Elected in 2022 as Councillor for the Forth and Endrick ward serving Stirling’s rural community. In November 2025 she was appointed as Lord Provost of Stirling.

Outside work she very much enjoys active travelling, from the Tenzing-Hillary Everest Base Camp Marathon to an 4K open water swim planned for 2026.

Rosemary has a passion for the environment, sustainability, and is keen to promote social enterprises, community wealth building and health and wellbeing across the council area.
