Enhancement-Led Institutional Review (ELIR)

What is ELIR?

Enhancement-led Institutional Review (ELIR) was the Quality Assurance Agency for Higher Education's review method for universities and other higher education institutions in Scotland within the the Quality Enhancement Framework (QEF) which was introduced in Scotland in 2003. This framework was replaced by the current Tertiary Quality Framework which has been in place since the 2024/25 academic year.

The main focus of ELIR was to examine an institution's arrangements to secure the academic standards of its awards and consider an institution's strategic approach to quality enhancement. Particular emphasis was placed on the arrangements for improving the student learning experience. ELIR has been replaced by the Tertiary Quality Enhancement Review approach.
