Abstract
First paragraph: Writing nearly 40 years ago Peter Ambrose (Citation1986) referred to the ‘long retreat’ of the planning system, from its original goal of interventionism in the public interest. Since that time, the planning system (especially in the UK) has become increasingly politicised, weakened and emasculated. Planning authorities have been undermined by funding restrictions, hostile intervention by local and central government politicians, lobbying by large, corporate institutions and hostility towards regulation. The consequence has been a planning system which has become fragmented, increasingly uncertain and largely reactive.
